Description of the Proposal: A new Skagit County Jail is proposed to replace the existing, overcrowded Skagit County Jail. Alternatives being considered include no action (utilizing the existing jail) and construction of a new, expanded jail facility on two alternative sites in the City of Mount Vernon: the Alf Christianson Seed Site and the Truck City/Suzanne Lane Site. A new, expanded jail would accommodate 400 inmate beds at immediate build-out and up to 800 inmate beds at full build-out. Additional services included administrative facilities, a medical diagnosis and treatment area, inmate rehabilitation programs, and a courtroom. This Environmental Impact Statement (EIS) provides information about the environmental impacts that could be associated with construction and operation of a new Skagit County (County) Jail facility in Mount Vernon, Washington. The Final EIS includes responses to comments received during the Draft EIS comment period and additions, corrections, and clarifications to the Draft EIS. An EIS describes the existing environment that could be affected by a proposed action, analyzes probable adverse environmental impacts, and discusses reasonable mitigation measures for adverse impacts.
